SMALL BORE RIFLE
MARKSMANSHIP PROGRAM
The SCCYSL uses the NRA/Winchester Smallbore Rifle Marksmanship Qualification Shooting Program as a year-round activity for youth between the ages of 8 and 18 years. Currently, our primary activity is a .22 caliber rim fire rifle program. In addition, we have started an air rifle program. Qualification shooting is the ideal way to develop and build shooting proficiency by progressing through each skill level, from Pro-Marksman through Distinguished Expert. During each shooting session, youngsters fire at appropriate targets and score those targets toward achievement of the next skill level. Each skill level requires 10 targets of 5 rounds per target that achieve a specific number of points per target depending upon the skill level. Various skill levels require firing from prone, sitting, kneeling and standing positions. Our Program Director keeps an accurate record of each youngster's designation and issues patches, skill rockers, pins, medals and certificates as the student achieves the next level of proficiency. Each youngster's advancement is individually celebrated during a presentation ceremony to reinforce the youngster's enthusiasm for the shooting sports and stimulates others toward greater achievement.

OUR DISTINGUISHED EXPERT SMALL BORE RIFLE SHOOTERS
To earn the Distinguished Expert rating, each shooter must turn in 40 targets with points as specified above. An extremely difficult task.
Aiden A. is the third SCCYSL youngster to earn the Distinguished Expert rating in the Winchester/NRA 4 Position Small Bore Rifle Qualification Program. The League has had over 1200 youngsters participate in the small bore program over the last 20 years. This puts Aiden in the top 0.25% of all SCCYSL shooters! To achieve this level of pro-ficiency is without a doubt an enormous personal achievement. Aiden has also won the "Top Shot of the Year" honor twice in the last two years. Aiden is unsurpassed among his peers for his marksmanship. The photo shows the target that Aiden shot for the 2018 Top Shot award. A single hole for 10 rounds at 50 feet dead center in the bullseye. Phenomenal shooting. Congratulations!!!
Alex M. is the second SCCYSL member to achieve the rating of Distinguished Expert in the Winchester/NRA Small Bore Rifle Qualification Program. Alex is shown receiving her Distinguished Expert Certificate, badge and Distinguished Expert plaque from Joe Neuman, President of the SCCYSL. The award was presented in front of a packed crowd at the 2014 Annual Marksmanship Competition in the Atglen Clubhouse. Alex spent many hours striving to achieve this lofty goal and is an excellent demonstration of the positive attitude that the SCCYSL tries to instill in our youngsters. Alex truly EARNED this award for much hard work and perseverance. Great job!!!!
Nathan M. is the first SCCYSL shooter to achieve the prestigious goal of earning the Distinguished Expert rating in the Winchester/NRA Small Bore Rifle Qualification Program. The SCCYSL has had over 1000 youngsters participate in our small bore program over the last 15 years. Nathan is our first Distinguished Expert. Truly an achievement of which to be proud. Nathan is shown receiving his Distinguished Expert certificate, rocker, and Distinguished Medal from John Flynn, Secretary of the SCCYSL. Nathan is an prime example of the youngsters that participate in the SCCYSL. He set a lofty goal for himself and stuck with it. It took many, many attempts to generate the necessary number of targets, but the SCCYSL Instructors had no doubt that Nathan would reach his objective. Great personal success!!!

OUR EXPERT SMALL BORE RIFLE SHOOTERS
To achieve Expert, 140 targets, each with the proper score, must be submitted to the President of the League. This usually takes between 1 and 3 years of weekly participation in League activities to achieve this goal. An admirable dedication to the shooting sports.
Kenny G. was presented with his Expert certificate and badges at the Annual League Competition on December 10, 2023. Kenny is the 35th youngster to earn the
Expert rating in the Winchester/ NRA 4 Position Small Bore shooting program in our 24 years of existence. Only about 3% of our youngsters ever attain this level of marksmanship. Kenny's Father, Ross, had the honor of sharing Kenny's receipt of his credentials. Kenny also receives a $50 for the purchase of a US Savings Bond as do all of the youngsters who earn the Expert rating. Kenny has been with the SCCYSL for several years and achieved his goal with dedicated persistence and excellent marksmanship. A good example of what self discipline in the shooting sports can achieve. Kenny plans to pursue the coveted Distinguished Marksman rating. Congratulations!!!!

Sebastien G. was presented with his Expert certificate and badges at the Small Bore session on October 17, 2022. Sebastien is the 34th youngster to earn the Expert rating in the Winchester/ NRA 4 Position Small Bore shooting program in our 22 years of existence. Only about 3% of our youngsters ever attain this level of marks-manship. Gary Tozzo presented Sebastien with his credentials.Sebastien also received a check to be put towards a $100 US Savings Bond as do all of the youngsters who earn the Expert rating. Sebastien has been with the SCCYSL for several years and achieved his goal with excellent marksmanship and dedicated persistence. Hannah W. becomes our thirty-third shooter to earn the coveted title of Expert in the Winchester/NRA Small Bore Rifle Program. Hannah was presented with her certificate, rocker, Expert badge and Expert pin on June 13, 2022 by John Flynn, Secretary of the SCCYSL. Hannah is the first person to make Expert since the COVID shutdown occurred. Our last Expert was back in January of 2019. Hannah has worked hard toward her goal and has juggled a busy home life, work and Monday night shooting sessions. An excellent example of setting a goal and sticking to it until it is realized. Congratulations to Hannah for her achievement that has taken several years to realize.
Congratulations to Aarian S. for earning the Expert Certificate in the NRA/Winchester Small Bore Rifle program presented by the Southern Chester County Youth Shooting League. Aarian is the thirty-second shooter to earn the Expert Certificate in the 20 years that the SCCYSL has been in operation. Aarian is shown receiving his certificate and Expert rocker from his Dad, Aaron, a volunteer Range Safety Officer. Aarian received his credentials on January 14, 2019 and is currently participating in the SCCYSL Pistol Program. Aarian also receives a gift toward the purchase of a $100 US Savings bond.
Bobby W. is the thirty-first SCCYSL shooter to achieve the rank of Expert in the Winchester/ NRA Small Bore Rifle Program. Bobby is shown receiving his Expert certificate from his Father, Kelly, a volunteer Range Safety Officer. Bobby will also receive his Expert rocker, Expert lapel pin and funds for a $100 US Savings Bond. Bobby earned his credentials on December 17, 2018. He has been participating in the Winchester/NRA Small Bore Rifle Program for a number of years and is currently trying his hand at pistol shooting. Congratulations!
Aiden A. has logged in as the 30th youngster in the 19 year history of the SCCYSL to earn the rank of Expert in Small Bore Rifle. Aiden achieved the Expert status in early April, 2018. Aiden and his entire family have been shooting with the League for a number of years. Aiden received his Expert certificate, Expert rocker and Expert lapel pin. Shown in this photo, Joe Neuman, President of the SCCYSL, presents Aiden with a check to purchase a United States $100 Savings Bond. Since our inception, the League has presented a Savings Bond to each youngster attaining the level of Expert as an investment in the future of these worthy youngsters.
Eoin McG. is the 29th member of the Southern Chester County Youth Shooting League to earn the rank of Expert in small bore rifle shooting. Eoin received his Expert certificate and badges in December of 2017. The award was presented by Joe Neuman, NRA certified rifle, pistol and shotgun Instructor. Eoin invested a significant amount of time in achieving this major goal. In addition to earning the "Expert" rating, Eoin has twice been "Top Marksman of the Year". Eoin can indeed claim to be an expert shot for the rest of his life.
Lani D. was presented with her Expert certificate and badges at the Small Bore session on October 17, 2016. Lani is the 28th youngster to earn the
Expert rating in the Winchester/ NRA 4 Position Small Bore shooting program in our 16 years of existence. Only about 3% of our youngsters ever attain this level of marksmanship. John McGill had the honor of presenting Lani with her credentials. Lani also receives a $100 US Savings Bond as do all of the youngsters who earn the Expert rating. Lani has been with the SCCYSL for several years and achieved her goal with dedicated persistence and excellent marksmanship. A good example of what self discipline in the shooting sports can achieve. Tabitha A. is number 27th on the list of Expert Small Bore shooters. Not to be outdone by her brother Thomas, Tabitha earned her Expert certificate on the same day, April 13, 2015. In addition to small bore shooting, Tabitha participates on the High Power Rifle Program and is an awesome

Thomas A. is the 26th youngster to earn the Expert rating. Thomas was presented his certificate on.April 13, 2015 by Mr. Joe Neuman, President of the SCCYSL. The SCCYSL has had about 1200 youngsters go through its program since 1999. To earn the Expert rating is indeed a significant achievement with only about 2 percent of our youngsters achieving that goal. Thomas is now shooting for the Distinguished Expert rating in the Winchester/NRA 4 Position Small Bore Rifle Program. Congratulations Thomas!.
Kyle K. was presented his Expert Certificate in Small Bore Rifle on January 19, 2015. Kyle becomes the 25th youngster to earn the Expert rating in rifle. Kyle is also the youngest member of the SCCYSL to make Expert at the age of 11. Joe Neuman did the honors. Kyle achieved his goal in about two years, beginning at Promarksman and working his way up to Expert. This is quite an achievement for an 11 year old. Congratulations on a remarkable job.
Oksanna K. makes it an even two dozen. Oksanna was the 24th SCCYSL youngster to earn the Expert rating in Small Bore Rifle. Oksanna was presented with her Expert certificate, rocker, jacket patch, lapel pin and a check to purchase a $100 US Savings Bond by Joe Neuman, President of the SCCYSL. The presentation was made on July 21, 2014 at the Atglen Sportsmen's Club House. Oksanna is now moving on and will be a college freshman this Fall. Best wishes and congratulations!
Heidi B. earned her Winchester/NRA Rifle Qualification Program rating of Expert in Small Bore Rifle on June 10, 2013. Heidi is shown receiving her Expert certificate and Expert rating patch from her Mom and Dad, Sue and Dave B. Heidi was the 23rd SCCYSL youngster to earn the Expert rating in Small Bore Rifle shooting. Heidi also earned the Expert rating in Trap Shooting and is our first youngster to earn double Expert ratings. Heidi also received a $100 US Savings Bond for her efforts.
Josh G. is the twenty-second SCCYSL shooter to achieve the rank of Expert in the Winchester/NRA Small Bore Rifle Program. Josh is shown receiving his Expert certificate from Gary Tozzo, SCCYSL Instructor and Coach. Josh will also receive his Expert rocker, Expert lapel pin, Expert shoulder patch and a $100 US Savings Bond. Josh was presented with his credentials on February 25, 2013. Josh has been participating in the Winchester/NRA Small Bore Rifle Program for a number of years. Congratulations!
Galen G. was presented with his Expert certificate and badges at the Annual Marksmanship Competition on December 9, 2012. John McGill had the honor of presenting Galen with his credentials. Two Experts in one day!! Galen becomes the twenty-first youngster to make Expert in the 12 year history of the SCCYSL. Galen also received a $100 US Savings Bond as do all of the youngsters who earn the Expert rating. Congratulations on this significant achievement.
Jonathan M. is the 20th member of the Southern Chester County Youth Shooting League to earn the rank of Expert in small bore rifle shooting. Jonathan received his Expert certificate and badges on December 9th, 2012 at the Annual Marksmanship Competition. The certificate was presented by John McGill, NRA certified rifle, pistol and shotgun Instructor. Jonathan invested a significant amount of time in achieving this major goal. Jonathan can claim to be an expert shot for the rest of his life.

Nathan M. earned his Winchester/NRA Rifle Qualification Program rating of Expert in Small Bore Rifle on April 16, 2012. Nathan is now generating targets for the Distinguished Expert rating. Nathan also received a $100 US Savings Bond for his efforts.
Jake Z. of West Chester was the 17th member of the SCCYSL to earn the rating of Expert in Small Bore Rifle. Jake is shown with Chris Taylor, a SCCYSL Rifle Instructor and Bob McCrae. Jake has been a member of the SCCYSL for a number of years and steadily progressed up the ladder in the Winchester/NRA Small Bore Rifle Qualification program. Jake received his Expert certificate, jacket patch, Expert pin and $100 US Savings Bond on April 16, 2012.
Thomas W. is the 16th SCCYSL youngster to attain the rank of EXPERT in Small Bore Rifle shooting. Thomas received his Expert Certificate and $100 US Savings Bond from League President Joe Neuman. Thomas has been with the SCCYSL for several years and achieved his goal with dedicated persistence and excellent marksmanship. A good example of what self discipline in the shooting sports can achieve. Thomas received his Expert credentials on December 19, 2011.
Ryan Z. was the 15th SCCYSL shooter to earn the rating of Expert in Small Bore Rifle. Ryan has also been with the League for several years and spent many a Monday evening punching out targets. Congratulations for a job well done. Ryan received an Expert certificate and a $100 US Savings Bond on May 23, 2011.
Chad B. is the eleventh member of the SCCYSL to earn the ranking of Expert in Small Bore Rifle. Chad received his Expert certificate and a $100 US Savings Bond on January 25, 2010. Chad has been a member of the SCCYSL for a number of years and is one of three SCCYSL youngsters who have attended the National Rifle Association YES Program in Harrisburg. Chad is shown with his proud parents.
Dean C. was the twelfth youngster in the SCCYSL to earn the ranking of Expert in Small Bore Rifle. Dean received his Expert certificate and a $100 US Savings Bond on October 25, 2010. Dean has steadily worked his way up the NRA 4 Position Rifle program over a number of years. Earning the Expert rating is a goal that takes a significant amount of skill, dedication and patience.
